authorise His Majesty's Chargé d'Affaires at Peking to support the syndicate, as proposed, provided that, after consultation with the Governor of Hongkong, he is satisfied that such action is compatible with any obligations which His Majesty's Government may be considered to have incurred towards the claims of the groups mentioned in the Department of Overseas Trade
letter.
